Na wikipédia (primeira fonte de pesquisa) encontrei Muammar Gaddafi que, em árabe, se escreve assim:معمر القذافي‎ Muʿammar al-Qaḏḏāfī

A dúvida não é apenas na lingua portuguesa. Leio na mesma wikipédia o seguinte:
